This is the kind of convoluted thinking that we have been brainwashed into...
Crowded with what? Crowded with people who want more public transport. That's the WHOLE POINT of fare-free. It's crowded, so put on more trams and buses. People want it. They are voting with their seat. Respond. Government serves the people? or no.
