Public Transport Users Association spokesman Daniel Bowen said the free tram zone had led to problems, including overcrowding. He added that paying passengers often could not board trams in the CBD during busy periods.

Crowded with what? Crowded with people who want more public transport. That's the WHOLE POINT of fare-free. It's crowded, so put on more trams and buses. People want it. They are voting with their seat. Respond. Government serves the people? or no.
